India
is a Sovereign Socialist, Secular Democratic Republic which ensures
Justice, Liberty, Equality and Fraternity. This is the Proclamation
of Indian People in the Preamble of our Constitution.
After
57 years of democratic socialist governance, we have not achieved our
national goals satisfactorily. Last economic survey reports,
Agricultural
growth dropped by 3.3% in 2006-2007, Unemployment increased by
0.36% (No.of unemployed increased 2.59 million) per capita
loan is Rs. 22,000/-. Globalisation during the last 11/2 decades increased
the gap between the rich and the poor.
Secularism
is also a neglected promise. There is no definite definition for secularism
in the Constitution. Most of the provisions to strengthen secularism
are deliberately debilitated. Article 44 for Uniform Civil Code is not
even looked into, inspite of Supreme Court directions two times.
Religious personal codes are, most often, violating even certain Fundamental
Rights. Some fundamental rights are self contradictory Eg. Art. 30 (Minority
Rights) Contradicts Art. 14 and 15. Art. 38 forbids the use of public
fund for religious purposes. But the Government is appeasing religious
groups by Haj Subsidys and
temple grants. No serious measures were taken to strengthen secularism
but all retrograde steps were followed to weaken secularism. Eg: Secularism
was not included in the Syllabus of Schools or Colleges, but Astrology
was taught in Universities as science subject.
In the
anti-socialist governance for 57 years, all sorts of religious viruses
such as religious fundamentalism, communalism, extremism, terrorism
and genocidal holocausts, spread in Indian Society. The result is the
uprise of religious terrorism, religious riots and conflicts, explosion
of bombs in day to day life of all Indians.
Terrorism
in India
1. After
freedom, Indian people suffered 25230 religious riots.
2. Sixty three
riots occurred with Ramasila Jatha in 1989.
3. With Ratha
Yathra in 1990, 155 riots resulted in 500 deaths.
4. The 831 riots
in connection with Ayodhya Karseva produced 890 dead bodies.
5. In anti-mandal
riots, deaths were 520, in 1990.
6. 5734 terrorist attacks were
reported in the year 1990.
7. Deaths in connection with
Ekatha Jatha were 700.
8. Destruction of Babri
Masjid created many riots in which nearly 2000 people died.
9.
In the Bombay riots in 1993, deaths were 3000; houses destroyed were 50,000, and
people who ran away for protection were 1,50,000. Property loss equals
Rs.4,000 crores.
10. In 2001, 199 persons
died in 617 riots.
11. In 2002, the Genocide
of Gujarat occured, eradicating Muslims by Hindu fascists.
Deaths were 2000, wounded were 2500, property lost for Rs. 687 crores.
12. During
1999-2003, total deaths due to religious terrorism were 13322 as per
intelligence report.
There
were equal and parallel religious attacks and riots through out all
states of India. In Kerala during 1991-1996, under UDF there occured
1176 religious riots and 40 deaths. In 1996-2000, it was reduced to
67 riots and no death under LDF. Again in 2000-2006, under UDF there
were 121 riots and 19 deaths. Rs. 700/- Crores of Hawala money flew
to Kerala in 2006, and 250 Kg. Pottassium Cyanide reached with it.
Parliament
attack, Kashmir Assembly attack, West Bengal US Consulate attack, Ayodhya
temple attack, Bombay, Delhi explosion etc. are threatening incidents.
In J&K only, 40,000 civilians and 60,000 Military men were killed
by Islamic terrorists. During the last 15 years, defence expenditures
to fight terrorists, increased by 26 times. Rs. 45,000 crores spent
for weapons and military. 48,000 tonnes of explosives were confiscated
from terrorists (Law Minister 19-3-2002, The Hindu).
During
the same period, terrorism was fast spreading and exploding in the International
field especially in Asia. US & UK proclaimed war against terrorism
which propelled a serious of reactionary wars. The attack of US on Afghanistan
and Iraq have not withdrawn even now. Iran and Syria were threatened.
Lebanon was attacked. All attacks of Israel on Palestine were
nakedly supported by US imperialism, disregarding the resolutions
of United Nations. The hanging of Saddam Hussain by the imposed US -
proxy Government is a criminal attack on UN charter by the Imperialists.
Islamic terrorism is a political reaction to imperial terrorism.
Religious
terrorism has become a common political phenomenon in the World politics
everywhere.
“The
mosaic of the Indian Sub continent is rich in its diversity - the diversity
of religions, castes, races, languages, and cultures and so on. In such
a situation, nothing but secularism can hold the nations in Asia together.
Secularism is the Umbilical cord that makes India survive in the community
of the nations” (Dr. Vijayan, P.9O Souvenir 2007).
Secularism: Indian concept of secularism is absurd.
There is no mention of “Seperation of religion from Politics” in
Indian Constitution. It is a “Compromise document”
Secularism
is 1. Separation of religion from politics, 2. Separation of religion
from education 3. Separation of religion from Government systems 4.
Separation of religion from legal system and 5. Separation of religion
from Caste and cultures.
In the
Indian context, secularism was and is poisoned through Vote bank politics.
Politics when mixed
with religion produce communalism and related cancers.
Therefore, all forms of religious viruses
be wiped out from politics, first.
Then only the Govt. be kept clean from religious ills.
A non -
religious Govt. can only keep education purely secular.
A truly
secular Govt. will be able to enact a Uniform Civil code, to keep religious
laws out of secular field.
Castes and Cultures
can be washed clean from politics and Govt. by a secular govt. only.
Politics + Religion
= Communalism, extremism terrorism ....
Secularism = Politics
- religion.
Democracy = Politics
bereft of caste, class, race and religion.

Saudi
Arabia donates Rs. 48,000 crores/ year to Islamic organisations. Pakistan
ISI distributes counterfiet notes and weaponry with explosives to terrorists. This
unlimited Foreign and Indian money helps
terrorists to collect weapons, explosives and train
volunteers easily.
Secularism
can be protected by eradicating communal politics and terrorist activities
at the grass root level, irrespective of religious denominations.
Future
Activities:
For this,
following measures shall be taken.
1. Secularise
Indian Constitution by a radical constitutional amendment as per FIRA Draft Bill to,
a) Separate
religion from Politics, Government, Education & Legal system.
b) Separate
caste from Politics, Govt. and education.
c) Enact Uniform Civil Code.
d) Secularise
Indian people by all means including education.
e) Remove Minority Right as
in Art. 30 and provide Minority
Protection only.
f) Enact
a law to eradicate superstitions and evil customs. (Maharashtra model
bill)
g) Prevent unauthorised foreign money to all religious and non religious organisation.
2. Govt. shall provide
budget provisions to educate people on Scientific attitude, humanism,
secularism, critical thinking, skepticism, and to inculcate moral human
values, and also to organise social development activities.
3. The cultural departments
of Central & State govts shall foster following social revolution
programmes.
a. Campaign
to expose bogus god men.
b. Prohibit
prophesies and treatment by astrologers to cheat the people; the sale
of “Yanthras” be prevented. Astrologers houses shall be raided to
confiscate unaccounted money.
c. Declare
closing of all “Banamathi” (Poltergeist) centres and temples.
d. Implement
strictly law to prohibit animal & bird sacrifices.
e. Miracle
performance shall be arrested for cheating people.
f. Expose
the pseudo-science of Vasthusastra.
g. Mixed
marriages Act shall be enacted to protect, propagate and promote mixed
marriages. Mixed families, are truly secular. Reservation, family grants,
education concession etc. be allowed to them. Propagation
of mixed - marriages is the only pre-condition for secularisation of
Indian people.
h. Protection
of environment and prevention of pollution of water and air betaken
up by mass - movements.
i. Water - shed
based development shall be enforced through all local bodies with peoples
participation.
All member
associations of FIRA shall take lead to campaign for the above solutions
in their area of activities.
Awaken
the religious bigots and induce religionists against their religious
enemies. Inspire the secular believers to fight against religious cancers
in cooperation with humanists, secularists, atheists and rationalists.
“A
Cultural United Front” (secular
- Humanist front) against superstitions, evil customs, anti social mantras
and yanthras, god-men, against corruption at worshipping centres, miracle
- cheatings, exploitation through religious services, misuse of public
funds for religious activities, astrologers, yagas and yajnas, participation
of govt. staff and Ministers in religious functions etc. be formed in
every state or district shortly, as a common platform for campaigns.
We may
collect money by public contribution, book sales, and through projects
to different developmental agencies.
FIRA’s
next year’s major campaign shall
concentrate on two slogans - viz.
1.
Enact a bill for separation of religion from politics, and
2.
Enact a bill for eradication of superstitions and evil customs.
“If
there is a will, there is a way” - Comrades and humanists, work hard
for secularisation of India, tirelessly.
Report
on Organisation:
The fifth
National Conference of FIRA was held on 2,3,4 April 2004 at Teacher’s
Hall in Bathinda, Panjab. Tarksheel Society of Punjab hosted the Conference.
An effective reception committee worked hard and made the conference
a grand success in all aspects. No delegate fee was collected from 185
delegates (109 from Punjab and 76 from other states). As per the agenda
all functions were completed. A grand procession in public using marvelous
miracle exposure items attracted the public in huge groups. The public
meeting was also a grand one. In total, this conference helped
identifying FIRA as one of the major cultural organisations in India.
Mr. Virdhee,
President of Asian Rationalist Association inaugurated the 5th Conference.
Prof. Narendra Nayak presided. B. Premanand was the chief guest. Mr.S
L Sukla, Bhurasing, Balwinder Barnala, Mr. Sumeet sing, Dhaneswar Sahoo,
Manavatavadi, T. Rajappa, Hemraj Steno, Prof. B.D. Desai, Subbha Rao,
Sudhansu Sekhar Dhada, D. Sukumaran, A.N. Anil Kumar & Padmanabhan
Pallat etc. played leading role in this conference.

Resolution
approved by the conference were submitted to the concerned authorities.
Three national awards were declared by B. Premanand to Tarksheel Society,
panjab, Andha Sradha Nirmoolan Samithi, Maharashtra and Prof. Narendra
Nayak, Karanataka.
FIRA extends
our heartly thanks to Tarksheel Society for its sincere hard work to
make the conference a great success.
Punjab
conference had decided to conduct the Sixth conference at Pune. This
decision is now carried out. I, on behalf of FIRA, extend my heartly
thanks to the Andha Sradha Nirmoolan Samithi, Pune for hosting the Sixth
National Conference at Pune.
Next National
Executive committee met at Visakhapatnam on 18-9-04 under the auspicies of the Atheist
Society of India led by Mr. Jayagopal. 15 members attended. A seminar
on separation of religion from politics was conducted by ASI.
Another
National Executive Committee was convened
at Vijayawada on 08-01-05. 31 members attended. The Draft
Bill for separation of religion from politics was approved. Seminar
and Dharna at Delhi on April 2005 was decided. Six member group was
formed to implement Delhi programmes. Different associations promised
Rs. 29,200/- as contribution. 885 delegates from different associations
were proposed to attend Delhi programmes. Draft Bill with covering letters
were printed. Babu Gojineni, Executive Director, International Humanist
and Ethical Union, attended this NEC. (IHEU has 100 members from 40
countries).
All of
these decisions were implemented later promptly.
Another
NEC was held at Ambedkar Bhavan, New
Delhi on 17-04-05 at 5P.M. Secretary
reported all steps taken to conduct National
Seminar at Delhi and Dharna at
Parliament. Formation of reception committee was not effective. Any
how, all decisions were implemented in time. Press conference was conducted
on 15-04-2005 at Constitution club. Draft Bill copies with covering letters
were sent to many MPs since 06-04-05. In the seminar, delegate fee of
Rs.100/ - per head was collected and food was served. Mr. Mohinder Kumar
Banga, Adv. N.D. Pancholi, Swamy Manavatha Vadi, Nihar Ranchan Acharya,
Balwinder Singh Barnala and Dr. Jugal Kishore etc. helped earnestly
to organise different activities at Delhi.
Though
expected public leaders were not attended, the seminar was a success.
The Draft Bill was released by Mr. B. Premanand. Adv. M.D. Pancholi
inaugurated the seminar. Prof. N. Nayak presided. Mr. Mohinder kumar
Banga welcomed delegates. 244 persons registered for seminar. (143 persons
not registered). Total attendence = 387.
65 associations
are connected with FIRA. But all of them are not affiliated. I request
all associations to affiliate with FIRA.
Dharna
at Jantar Mantar started at 9
AM on 18-04-07. More than 600 Volunteers attended it, including 250
persons arrived from Punjab. Most of the associations displayed their
banners at the site of Dharna. 30 banners and 40 play cards were exhibited.
Mr. B. Premanand inaugurated the Dharna. Different leaders from each
state addressed the Dharna simultaneously at different sites. At 1 PM,
the volunteers marched towards the Parliament. Police prevented volunteers
after 100 Meters. Volunteers sat on road and shouted slogans. Many leaders
addressed the volunteers. At 1:20 PM National Secretary
extended vote of thanks and the volunteers were disbursed. Copies of
Draft Bill were submitted to the authorities.
Parliament
Dharna was a great success. In
mobilising Rationalists and different associations and also in catching
publicity to FIRA and its activities. The only drawback felt was on
economic balance.
Next National
Executive committee was convened at Periyar
Thidal,
Chennai on 03-01-2006. 18 members
attended. Prof. Narendra Nayak presided. He had conducted many miracle
exposure programmes at Bihar, Orissa, Thiruchirappally, Pondichery,
Villupuram, Jharkhand and U.P in India and Greece, London, Vienna etc.
He attended FARA programme at Hyderabad and Children’s Science congress
at Bhubaneswar.
Accounts
of FIRA:
This NEC
evaluated the Delhi seminar and Dharna. The accounts of FIRA from 05-08-02
to 21-04-05 was presented before this committee. Total income was Rs.97,052/- Total expenditure was Rs.1,18,119.50/- Expenditure over
income was Rs.21,067/-. This account was approved subject to audit.
Audited account was approved by the NEC on 06-01-07 at Vijayawada. Audited
account statement is ready for distribution at this conference.
National
Secretary proposed a donation of Rs.3067/- by himself. Balance amount
of Rs.18,000/- is to be collected from member associations and executive
committee members at the rate of RS.1000/- and Rs.500/- respectively.
A plan for future activities was proposed at this meeting. It was decided
to reorganise regional committees.
Another
NEC was convened on 26-04-07 at Pune for consideration of the details
of 6th National Conference.
On 17-02-2002,
I was selected as National Secretary. After that I have convened 14
National executive committee and 3 National conferences (Including Pune)
and arranged a National seminar and a Parliament Dharna. I admit that
I could not act as I was expected to.
