Report on 6th National
Conference at Pune on April 27, and 28 at BJS College.

A. FIRA
National Executive Committee meeting was held at 8AM on 27-04-07 at
BJS College Hall, Wagholi, Pune.
President
Prof. Narendra Nayak presided. National Secretary presented his written
report and its copies were distributed. At the absence of the Treasurer,
National Secretary presented the audited accounts and the audit report.
After discussion the Report and accounts were approved unanimously. .
Draft
Bill prepared by Prof. Aswin.N.Karia, on “Eradication of Superstitions
and evil Customs” was presented. It will be discussed in the next
NEG.
Twelve
resolutions were considered and approved;
Different
subcommittees were formed to conduct the conference smoothly. Affiliation forms
were distributed.
The NEC closed
at 10.15AM.
B. Sixth
National Conference at BJS College on 27-04-07 and 28. 04-07:
27-04-07
The Conference started with a welcome-song at 10.30 AM Dr.Narendra Dabolkar
Chairman, MANS presented the introductory Speech. Mr.Santhilal Muttha,
National President of Bharatiya Jai Sanghatana college, Pune Welcomed
the. delegates. Mr. Narendra Nayak President FIRA presided. A book “Lokayat”
by Sadasiv Athawale was released. Then Dr. G.Vijayam , Exe.Director
of Atheist Centre Vijayawada spoke as the Chief Guest. Presidential
speech was delivered by Mr.N.D.Patil, MANS. Mr. Rajendra Kankaria, Principal
of BJS college and President of Maharastra Andhasradha Nirmulan Samithi,
extended vote of thanks.
At 12.30
PM, Dr.Jayant Narlikar addressed the delegates on “Scientific Temper”.
At 3 PM, Representatives’
of FIRA Member Associations, started reporting on the activities
and resolutions of their organizations. Prof. Balvinder

Chennai etc., participated in this session. Dr.Narendra Nayak replied
to the issues raised by the delegates.
At 6 PM, Mr.Mahesh Bhagawat, SP,CID, exposed his work against Buvabaji. Then
miracle exposure competition started. Eleven competitors participated.
All of them are declared winners.
28-04..07 The
conference started at 9.30 AM. Mr.Madhav Rao Godbole, Former Home Secretary
of India, Mr.Anand Agashe, Senior Journalist, Mr.Sameeran Valvekar,
Director, EMRC, University of Pune, and Dr.D.D.Bandiste, Ex-Prof. of
Philosophy, Indore participated in the discussion on “ Role of Media,
Govt and the education in promotion of Rationalism”.
Dr.K.Veeramani,
President of Dravida Kazagham Tamil Nadu could not attend this conference,
His paper on “Secularism” was presented by Mr.S.Arivukkarasu, Secretary
DK, Tamil Nadu. Prof.Yashwant Sumant, Department of Politics, University
of Pune, also talked on Secularism.
At 12.30
PM, a session on, “Modern Spiritual Godmen” started. Mr.B.Premanand,
Convenor of FIRA, Dr. B.A. Parikh, Former VC of South Gujarat University,
and Prof.Narendra Nayak presented their ideas.
At 2.30
PM, Dr.B.G.Kosle Patil, Ret. Justice of High Court of Mumbai, presented
the “Anti-Superstition act” bill of Maharashtra. Then U.Kalanathan
presented a paper on “Seperation of Religion from Politics” .
At 4 PM
delegate session considered 12 resolutions presented by the National
Secretary. All these resolutions were approved after discussion. Then
started the election of Office Bearers of FIRA. Dr. Narendra Dabolkar
was elected as the Returning Officer. Then following persons were elected
for 2007 to 2009.

Two representatives
of each association will be included in the National Executive Committee
(Please report immediately the names of your representatives if there
is any change).
Then the
National Secretary presented the audited accounts at the absence of
the treasurer. Total expenditure for 5.8.2002 to 21.4.2005 was Rs. 118120.
Total income was Rs. 97052.Expenditure over income was Rs. 21068. After
discussions the audited accounts were unanimously approved.
After
this the new treasurer appealed to the delegates to contribute to FIRA
fund to tackle the minus fund. RS.10400 was donated by few delegates.
The present expenditure over income is RS.7600/- only.
At 5 PM
Valedictory function began. Mr.P.C.Nahar, President, BJS Executive Council
Pune welcomed, Prof. Rajendra Kankaria, evaluated the Seminar in toto.
He expressed happiness in the success of the conference. Dr. Narendra
Nayak presided. He extended hearty thanks for the reception committee,
esp. to Dr.Narendra Dabolkar, and Principal Rajendra Kankaria. Dr.Sreeram
Lagoo, Senior Rationalist, and Dr.Narendra Jadhav, VC, University of
Pune, National Secretary extended thanks to MANS, BJS College
Principal and Staff, the press and to all concerned.
The 6th
National Conference of FIRA at Pune was a great success in all aspects,
nearly 350 delegates from more than 30 Organizations from different
States attended this conference. The active proper vigilance of the
reception” committee in fulfilling all the needs of the delegates,
insistence in the timely participation of the invitees’, timebound
conduction of the programs with well planned arrangements etc are the
basis of the success. FIRA is deeply” indebted to MANS and BJS College
Principal and Staff for making this Conference a grand success.
Contents of the
resolutions are given” below.
FIRA Resolutions:
1) In the socio
political context of aggravating communal riots and religious terrorist attack,
we appeal to the Govt. of India to enact a bill for “Separation of religion from
politics, Government, Educational and Judicial systems”, immediately.
2) We
appeal to Govt. of India and State Governments to enact a bill for “Eradication of superstitions
and evil customs” through out
India, as early as possible.
3) We
appeal to the Govt. of India to implement a Uniform
Civil Code, as per Art. 44 of
the Indian constitution and also according to the two verdicts of the
Supreme court.
4) We
appeal to Govt. of India to prohibit all religio-terrorist organisations
which are providing weapons - training and using explosives and weapons
by collecting foreign money through clandestine means.
5) We
appeal to Govt. of India and State Governments to take measures to propagate
mixed - marriages in between different castes and religions, for secularising Indian people.
6) We appeal to
Govt. of India to amend the Constitution to allow reservation in higher
education for the backward castes, thereby to remove the impediments due to the
supreme Court verdicts in this case.
7) We appeal to
Govt. of India to register all divorces by all castes and religious people in
India to help the innocent divorcees especially women to go to court with clear
departmental evidences to claim compensation etc. within the shortest period.
The provision shall be included in the law for registration of marriages.
8) We appeal to
Govt. of India to amend Art. 30 (1) of the Indian constitution to withdraw the
term “Minority Right” and “Of their choice”, and instead to include “Minority
Protection, subject to the other provisions of this constitution.”
Art 14
insists that “equality before law or the equal protection of
the laws”, shall be ensured to all people in India. Providing special
right such as minority
right is against Art: 14 and therefore
Art: 30 is void. This improper concept can be corrected by ensuring
only “Minority Protection” as explained above.
9)
We appeal to Govt. of India to stop all subsidies in the name of religion to individuals and
institutions such as Hajj
- Subsidy or Temple
- Subsidy, which is against the
spirit of Art. 28 of the constitution.
10) We
appeal to the Govt. of India to take urgent measures to implement the
total provisions in the “UPA
- Minimum programmes”to prevent
fundamentalist fascist political forces from coming back to power.
11) We
appeal to the Govt. of India to withdraw the order of the Human resource
Ministry of the Central Govt., during NDA rule on imposing “Astrology teaching in Universities” and also to withdraw grants provided for
it, at the earliest.
Astrology is a Pseudo
Science of Super Superstitions
which used to cheat the common people widely.
12) We
appeal to the Secretary
General of the United Nations
to approve legal measures to prohibit NATIONS from attacking other free
NATIONS, from enslaving their rulers and killing them, by any reason
in the future. The attack of USA on Iraq, Afganisthan, Lebanon etc. are bitter experiences, with
shall to be allowed in the coming years.
